Anyone work on Mopeds?

I have a buddys moped sitting at my house, and its been here almost 8 months. He said I can have it for cheap, but it does not run (turns over, no start). Has 59 kilometers on it, it broke the day he brought it home. I know its just a cheepo moped, but hell if its an easy fix I would like to use it. If anyone wants to come take a look let me know, I don't know the first thing about them.

Check the vacuum lines and fuel lines to make sure there isn't a pinch in the lines,
Also check the spark plug for a proper gap, and do an oil change....hell do a full fluid change on it(antifreeze, CVT, and oil).

Will it run if you have the gas cap off?

Rocketa scooters are pretty decent for a china bike, but alot of the parts on them are prone to failing if you don't keep up regular maintenance on them.
