Fender rolling help

Started doing this, and almost immediately my paint starts falling off like its 40 years old, it's coming off in sheets.

I've heated the fender up so it's warm to the touch, started at a very shallow angle and gone in small increments.

What gives? Do I get a shitty repaint sometime in the past or am I doing something wrong?

And the pieces that are falling off are this weird yellow/white color.

Too much angel to start with, it's a slow process to get it right without paint chips.

that picture was half way through.......I stopped using the heat and the paint stopped falling off....I think one is done, only little cracks, plus I only needed to roll it up a very little to clear the tires.

On to the second one, fingers crossed

Most likely it's been repainted. My paint is 23 years old and there is no hope. I heated mine up to the point of nearly bubbling, and it still somehow flaked.

Somehow I've only had one car flake.

I rolled the second fender cold, paint stayed perfectly fine.

Hopefully the first one won't flake or fall off over time.
